I think at this point it's difficult to find who is to blame, so we'd better not try. We should rather focus on how to overcome the problems--and war is certainly not one good solution. But as much as we want them to stop mongering war, do both parties want the same? In the end it all depends on them. I'd say those who violate the cease fire shouldn't be let go unpunished.
